MINUTES OF THE SPRINGDALE TOWN BOARD MEETING-May 8,2000
IN ATTENDANCE: Chairman Karl Hacker, Supervisor I Steve Burns, Supervisor II Richard Schwenn, and Clerk Vicki Anderson. CALL TO ORDER: by Hacker at 8:01 p.m. NOTICE OF THE MEETING: pursuant to Wisconsin Open Meeting Law was confirmed. APPROVAL OF MINUTES: MOTION by Burns/Schwenn to approve the minutes of the April 10, 2000, town board meeting. Motion carried 3-0. PUBLIC INPUT: a. W. Hefty requested that the town plan contain language to permit the town to deny commercial uses in areas not designated for commercial development in town plan/map. Newspaper article from the Town of Porter described that town's ability to do so. b. L. Howe complained about trees cut down near his fence/property line and he is concerned about tree damage to his fence/livestock problems. PLANNING COMMISSION ITEMS: a. Will Hellenbrand/Sec.14/revision of 2 existing CSMs with existing houses. MOTION by Burns/Schwenn to approve. Motion carried 3-0, 8:10 p.m. b. S. Olson/Sec.9/4 lots on 18.3 acres, 3 new lots & lot for existing house. MOTION by Burns/Schwenn to approve. Motion carried 3-0, 8:11 p.m. c. M. Seay/Sec. 24/Rezone 7804/1.02 ac. for R-3A-duplex. MOTION by Schwenn/Burns to deny consideration of the zoning application pursuant to the Springdale Land Division/Subdivision Ordinance Sec. 9-3-8 "...No person shall divide any land located within the jurisdictional limits of these regulations which results in a subdivision, land division or a replat as defined herein; no such subdivision, land division, minor land division or replat shall be entitled to record; and no street shall be laid out or improvements made to land without compliance with all requirements of this Chapter and the following:...(c)All applicable local and county regulations, including zoning, sanitary, building and official mapping ordinances..." Motion carried 3-0. 8:13 p.m. FINAL ACCEPTANCE-NEW TOWN ROAD EARLY AUTUMN ROAD: MOTION by Burns/Schwenn to accept Early Autumn Road as a new town road with the condition that any future signage requirements shall be the responsibility of the developer David Atwell. DISCUSSION: Stop sign is installed, road sign has been ordered. A bill for $68.00 has been mailed to Atwell. Speed zone - 45 m.p.h. to be discussed. Motion carried 3-0, 8:14 p.m. WEED COMMISSIONER: MOTION by Hacker/Schwenn to appoint Steve Burns as the Weed Commissioner. Motion carried 2-0. (Burns abstained.) 8:15 p.m. PLAN COMPOSITION/APPOINTMENTS: DISCUSSION: During recodification of ordinaces discussion with Attorney Jerry Edgar change to 7 or 5 members for Plan Commission discussed in context of Smart Growth legislation. Question the required effective date of mandated changes. Prefer to discuss all changes in Code of Ordinances at a public hearing. CIGARETTE/VENDING LICENSE FEE: MOTION by Burns/Schwenn to change the cigarette license fee from $5.00 to $25.00 annually. Code of Ordinances Town of Springdale, WI. Sec.7-3-1 and to eliminate the vending license fee of $5.00 annually effective 7/1/00. DISCUSSION: License renewals are due 7/1/00, before the public hearing to adopt recodified ordinance, therefore, this change needed to be made now. Motion carried 3-0, 8:28 p.m. BILLS: MOTION by Schwenn/Burns to approve. Motion carried 3-0, 8:29 p.m. ADJOURN: MOTION by Burns/Hacker to adjourn. Motion carried 3-0, 8:30 p.m.
